A preset can only modify an image with the basic settings you get in Adobe Lightroom CC while a 3D preset can modify it's entire color structure by mapping input colors and output colors in a 3D color space achieving results technically impossible with a common preset.

Sure! For any preset to work right it is essential to color correct the White Balance and Exposure. Just make little tweaks to the Temperature and Tint settings until you see it neutral, without any color dominance. Then adjust the Exposure Setting to make sure the image isn't too bright nor too dark, and you're set to go.
